Article 1-1 ORGANIZATION AND INCORPORATION
1-101 Notice of Petition to Incorporate. To Whom It may Concern:--
© Notice is hereby given that on Monday, October 1, 1888, the undersigned will make application to the Board of County Commissioners of Sweetwater County, Wyoming Territory, for the incorporation as a town to be named Rock Springs of the following described territory: (All that portion of land included in the north half (N1/2) and southwest quarter (SW1/4) of section twenty-five, south half (S1/2) of section twenty-six, north half (N1/2) section thirty-five (35), containing an area of two square miles and situated in township nineteen (19) north, range one hundred five (105) west, in the County of Sweetwater and Territory of Wyoming.) The survey and map of said territory and the census of the resident population thereof, made and taken as required by law, may be examined at the post office at Rock Springs.

1-102 Organization of the Town of Rock Springs.
Order of the Board of County Commissioners of Sweetwater County, Wyoming
An application being made to the board by petition, asking that an order
be issued declaring that the territory included in the boundary lines set
forth in the survey and map presented with the petition shall be an
incorporated Town, the board, after hearing all persons who came before them
respecting such application, being fully satisfied that all the requirements
in Chapter No. 12 of the Revised Statutes of Wyoming Territory, relating to
the General Incorporations of Towns, had been complied with, on motion.
ORDERED, That the territory described on map presented with petition shall
be an incorporated town, known as Rock Springs, and do appoint Messrs. H. F. Menough, Wm. H. O'Donnell and Thomas Sutton to act as inspectors of election,
to hold the first election on the 13th day of November, A.D. 1888, for the
purpose of electing town officers.

Proceeding upon the order of the Board of
County Commissioners, the first election of the incorporated town of Rock
Springs was held on November 13, 1888, and resulted in the election of the
following officers:
Mayor, W. H. O'Donnell; Councilmen, H. H. Edgar, Edward Thorpe, Augustine
Kendall, N. C. Peterson.
The Mayor and Councilmen so elected held their first meeting on November
19, 1888, and proceeded to appoint officers, adopt ordinances, and transact
generally the business of the town. 1-104 Resolution to Be a City of the First Class.
Resolution of the Town Council of the
Town of Rock Springs, Wyoming, authorizing the Mayor to ascertain and certify
to the Governor, of the State of Wyoming, the population of the Town of Rock
Springs for the purpose of having the Governor declare by public proclamation
said Town of Rock Springs to be a city of the first class under the general
laws of the State of Wyoming: Section 1. BE IT RESOLVED BY THE TOWN COUNCIL
OF THE TOWN OF ROCK SPRINGS: That the Mayor of the said Town be, and he is
hereby authorized and empowered to ascertain and certify to the Governor of
the State of Wyoming, under and by virtue of his official certificate,
attested by the seal of said Town, the population of the Town of Rock Springs,
for the purpose of having His Excellency, Robert D. Carey, Governor of the
State of Wyoming, if it be ascertained that the said town has attained a
population of more than four thousand (4000) inhabitants, declare by public
proclamation said Town of Rock Springs, to be a city of the first class, and
subject to the provisions of Chapter 121, of the 1910 Wyoming Compiled
Statutes (Annotated), as amended by subsequent acts of the Legislature of said
State, with all the powers and obligations pertaining thereto.

State, on the 16th day of June, A.D., 1919, at a regular meeting of said Town
Council, duly and regularly passed a Resolution authorizing and empowering the
Mayor of said Town to ascertain and certify to the Governor of the State of
Wyoming, the population of the Town of Rock Springs; and
WHEREAS, the population of said Town has been ascertained and found to be
more than four thousand (4000) inhabitants;
NOW, THEREFORE, I, E. S. Lauzer, the duly elected, qualified and acting
Mayor of the Town of Rock Springs, a municipal corporation, in said County and
State, do hereby certify that, as such Mayor, I have ascertained the
population of the Town of Rock Springs, and find that said Town has attained
the population of more than four thousand (4000) inhabitants, and the said
Town has in fact at this time a population of more than six thousand (6000);
that the population of the Town of Rock Springs was ascertained by me from the
Certificate of the Secretary of State, under his official seal, which is in
words and figures as follows, to-wit:

That this certificate is made for the purpose of having His Excellency,
Robert D. Carey, Governor of the State of Wyoming, declare by public
proclamation, said Town of Rock Springs, to be a city of the first class under
and by virtue of Chapter 121, of the 1910 Wyoming Compiled Statutes
(Annotated), as amended by subsequent acts of the Legislature of said State,
with all powers and obligations pertaining thereto.
IN TESTIMONY WHEREOF, I have hereunto set my hand as Mayor of the Town of

PROCLAMATION
By the Governor
WHEREAS, the Town Council of the Town of Rock Springs of the State of
Wyoming, on the 21st day of July, 1919, at a regular meeting of the said
Council, duly and legally passed a resolution authorizing and empowering the
Mayor of the said town to ascertain and certify to the Governor of the State
of Wyoming that the population of the said town of Rock Springs was found to
be more than four thousand (4000) inhabitants; and
WHEREAS, E. S. Lauzer, duly elected and qualified Mayor of the Town of
Rock Springs, has ascertained and certified to me that the Town of Rock
Springs has more than four thousand (4000) inhabitants.
NOW, THEREFORE, I, ROBERT D. CAREY, Governor of the State of Wyoming, do
hereby proclaim and declare the Town of Rock Springs to be a City of the first
class, and subject to the provisions of Chapter 121, Wyoming Compiled
Statutes, 1910.
IN WITNESS WHEREOF, I, ROBERT D. CAREY, Governor of the State of Wyoming,
have hereunto set my hand and caused the Great Seal of the State of Wyoming to
be affixed.

Resolution of the Mayor and Town
Council of the Town of Rock Springs, Wyoming, organizing as a city of the
first class under the general laws of the State of Wyoming.
Section 1. WHEREAS, the Town of Rock Springs, in the County of
Sweetwater, State of Wyoming, a municipal corporation, was heretofore
organized and is now existing by virtue of the general incorporation laws of
the State of Wyoming, Chapter 120, of the 1910 Wyoming Compiled Statutes
(Annotated) as amended by subsequent acts of the Legislature of said state;
and
WHEREAS, said Town of Rock Springs desires to become a city of the first
class, and subject to the provisions of Chapter 121, of the 1910 Wyoming
Compiled Statutes (Annotated) as amended by subsequent acts of the Legislature
of said state, with all the powers and obligations pertaining hereto, which
re-organization and change from a general incorporated town to a city of the
first class is provided for by Chapter 121, of the 1910 Wyoming Compiled
Statutes (Annotated) as amended by subsequent acts of Legislature of the said
state; and
WHEREAS, The Town Council of the Town of Rock Springs by resolution,
passed and approved on the 21st day of July, A.D. 1919, authorized the Mayor
of said Town of Rock Springs to ascertain and certify to the Governor of the
State of Wyoming, under and by virtue of his official certificate, attested by
the seal of said Town, the population of the Town of Rock Springs for the
purpose of having His Excellency, Robert D. Carey, Governor of the State of
Wyoming, if it be ascertained that the said town has attained the population
of more than four thousand (4000) inhabitants, declare by public proclamation
said Town of Rock Springs to be a city of the first class; and
WHEREAS, E. S. Lauzer, the duly elected, qualified and acting Mayor of the
Town of Rock Springs, Sweetwater County, Wyoming, has certified to the
Governor of the State of Wyoming that said Town of Rock Springs has a

AND WHEREAS, it has been duly ascertained that said Town of Rock Springs
has attained a population of more than four thousand (4000) inhabitants and is
entitled to be organized and exist as a city of the first class in the State
of Wyoming under and by the corporate name of "CITY OF ROCK SPRINGS," by
virtue of the laws of the State of Wyoming; and
WHEREAS, His Excellency, Robert D. Carey, Governor of the State of
Wyoming, has duly and regularly, by public proclamation, proclaimed the Town
of Rock Springs to be a city of the first class, which proclamation has been
published for the time and in the manner provided for by law; and the proof
thereof, together with a certified copy of said proclamation filed in the
office of the County Clerk and Ex-Officio Register of Deeds, in and for the
County of Sweetwater, State of Wyoming, and which proclamation has been
heretofore inserted in the minutes of the meeting of the Town Council of the
Town of Rock Springs.
NOW, THEREFORE, for the purpose of effect-ing the organization of the Town
of Rock Springs to a city of the first class and changing the organization of
the Town of Rock Springs from a general incorporated town to a city of the
first class as is provided by law, and for the purpose of effecting the
re-organization thereof as above and heretofore stated and recited: BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL of the Town of Rock Springs
in regular session, assembled, that the organization of the Town of Rock
Springs, a municipal corporation, be and the same is hereby changed to the
"CITY OF ROCK SPRINGS," a municipal corporation; and that the Town of Rock
Springs be and the same is hereby organized as the "CITY OF ROCK SPRINGS"
under and by virtue of Chapter 121, of the 1910 Compiled Statutes of Wyoming
(Annotated) as amended by subsequent acts of Legislature of said state, with
all the powers and obligations pertaining thereto.
AND BE IT FURTHER RESOLVED that the Town of Rock Springs be and hereafter
exist as a city of the first class under the corporate name of "CITY OF ROCK
SPRINGS," with all the powers and privileges and rights granted to such cities
of the first class by the laws of the State of Wyoming;
AND BE IT FURTHER RESOLVED that no right of property accrued to the
municipality, or to any person, shall be affected by such change in the
organization of said municipal corporation;
AND BE IT FURTHER RESOLVED that all ordinances of the Town of Rock Springs
now in force and not repugnant to the provisions of Chapter 121, of the 1910
Wyoming Compiled Statutes (Annotated) as amended by subsequent acts of the
Legislature of said state, shall remain and continue in full force until
amended or repealed by the Mayor and Council.
BE IT FURTHER RESOLVED that any and all trusts, rights, and privileges
shall be transmitted to and vested in said City of Rock Springs, a municipal
corporation, and all of the indebtedness, bonded or otherwise, of the said
Town of Rock Springs, shall be assumed by and become the indebtedness of said
City of Rock Springs, without any further or other express act on its part;
AND BE IT FURTHER RESOLVED that the corporate limits of said municipality,
together with all the additions and dedications heretofore made and platted as
is shown by the records thereof in the office of the County Clerk and
Ex-Officio Register of deeds, in and for said County and State, be and the
same shall remain as heretofore. Passed and approved this 18th day of August, A.D. 1919.
