Article 1-2 Corporate Limits


 
1-201     Original Corporate Limits.

     An application being made to the board by petition, asking that an order be issued declaring that the territory included in the boundary lines set forth in the survey and map presented with the petition shall be an incorporated Town, the board, after hearing all persons who came before them respecting such application, being fully satisfied that all the requirements in Chapter No. 12 of the Revised Statutes of Wyoming Territory, relating to the General Incorporations of Towns, had been complied with, on motion.

     Ordered that the territory described on map presented with petition:

     All that portion of land included in the north half (N1/2) and southwest quarter (SW1/4) of section twenty-five, south half (S1/2) of section twenty-six, north half (N1/2) section thirty-five (35), and southwest quarter (SW1/4) of section thirty-five (35), containing an area of two square miles and situated in township nineteen (19) north, range one hundred five (105) west, in the County of Sweetwater and Territory of Wyoming, shall be an incorporated town, known as Rock Springs, and do appoint Messrs, H. F. Menough, Wm. H. O'Donnell and Thomas Sutton to act as inspectors of election, to hold the first election on the 13th day of November, A.D., 1888, for the purpose of electing town officers. (Order of Board of County Commissioners of Sweetwater County, Wyoming, October 6, 1888).
 
1-202     Annexation of Contiguous Territory of Town 1909.
 
     Now, therefore, it is hereby declared, ordered, adjudged and decreed that the territory, being a portion of the territory described in said petition, and described as follows, namely:

     Those portions of Sections Thirty-five (35) and Thirty-six (36), in Township Nineteen (19) North, Range One Hundred Five West (105W), Sixth P.M., more particularly described as follows:

     Beginning at the east quarter corner of said Section Thirty-five (35), thence north along the east boundary line of said Section Thirty-five (35) to the northeast corner of said Section; thence nine hundred thirty (930) feet easterly along the north boundary line of said Section Thirty-Six (36), thence at right angles due south a distance of eighteen hundred fifty-five (1855) feet, thence at right angles due east a distance of three hundred thirty (330) feet, thence at right angles due south a distance of three hundred twenty-one (321) feet, thence at right angles due east a distance of three hundred thirty (330) feet, thence at right angles due south a distance of seven hundred twenty-seven and .5 (727.5) feet, thence at right angles due east a distance of one thousand fifty (1050) feet to a point in the east boundary line of the Southwest quarter (SW1/4) of said Section Thirty-six (36), thence due south at right angles along said boundary line of said southwest quarter a distance of four hundred thirty-six and .5 (436.5) feet, thence at right angles due east (west) a distance of one mile to a point in the east boundary line of southwest quarter (SW l/4) of said Section Thirty-five (35) seven hundred feet south of the center of said section, thence seven hundred feet (700) due north to the center of said section, thence due east a distance of one-half mile to the point of beginning; also that portion of Section Twenty-six (26) in said Township Nineteen (19) North Range One Hundred Five (105) West described as follows, beginning at the west quarter corner of said Section 26, thence due north a distance of eight hundred (800) feet, thence due east a distance of one mile to a point in the east boundary line of said Section Twenty-Six, thence due south a distance of eight hundred feet to the east quarter corner of said Section, thence due west, a distance of one mile to the point of beginning, be and said above described territory is hereby annexed to and made a part of the said Town of Rock Springs in the County of Sweetwater and State of Wyoming.
    
     It is hereby further ordered that the matter of the annexation of the balance of the territory described in said petition for annexation other than that above particularly described, do await the further orders of this court. (Judgment of the District Court within and for Sweetwater County, Wyoming, made and entered on May 14, 1909).
 
1-203     Annexation of Contiguous Territory to City 1925.

      Now, therefore, it is hereby declared, ordered, adjudged and decreed that the territory, the same being a portion of Section 35 and 36, Township 19 North, Range 105 West, of the Sixth Principal Meridian, and more particularly described as follows:

      Beginning at a point in the section line between Section 25 and 36, 930 feet east of the northwest corner of Section 36, thence south 1855 feet, thence east 330 feet, thence south 321 feet, thence east 330 feet, thence south 727.5 feet, thence east 1050 feet to a point in the east boundary line of the southwest quarter of said section 36, thence northerly along the center line of section 36 to the north quarter corner of said section, thence westerly along the section line between sections 25 and 36 to a point 930 feet east of the northwest corner of section 36 and place of beginning.
    
     Beginning at the south quarter corner of section 35, thence northerly along the center line of said section to a point 700 feet south of the center of said section thence easterly one mile to a point in the east boundary line of the southwest quarter of section 36, thence southerly along the center line of said section to the south quarter corner of section 36, thence westerly along the south line of section 36, to the southwest corner of said section, thence westerly along the south line of section 35 to the south quarter corner of said section and place of beginning, be, and all the said above-described territory is hereby annexed to and made a part of the said City of Rock Springs, in the County of Sweetwater and State of Wyoming. (Judgment of the District Court within and for Sweetwater County, Wyoming, made and entered on March 2, 1925).
 
1-204     Annexation of Contiguous Territory to City 1947.
 
     That the tract of land adjacent to the City of Rock Springs and commonly known as "Blairtown," and more specifically described as "Crocker Addition to Rock Springs" on the duly recorded plat thereof, filed in the office of the County Clerk of Sweetwater County, Wyoming, on the 28th day of August, 1911, to-wit:
 
      A parcel or tract of land being a part of the N1/2 NW1/4 of Section 2, Township 18 North, Range 105 West, 6th Principal Meridian, being more particularly described as follows:
    
     Beginning at a point on the North line of said Section 2, said point being located South 88°12' East, a distance of 364.5 feet, thence continuing along the North line of said Section 2, South 88°12' East, a distance of 1,450.05 feet; thence South 50°41' West, a distance of 1,443.1 feet; thence North 73°48' West, a distance of 726.0 feet to a point on the west line of said section 2; thence North along the said section line, a distance of 459.0 feet to a point on the southerly right of way line of the Union Pacific Railroad Company's Main line, thence North 50°41' East along the said railroad right of way line, a distance of 470.9 feet to the point of beginning, be, and the same is hereby, annexed and included within the corporate limits of the City of Rock Springs. 1-2-05     Annexation of Contiguous Territory to City 1955.
 
     It is therefore, ordered, adjudged and decreed that:
    
     1.    The Petition of the City of Rock Springs to extend the boundaries of said City by the annexation of contiguous territory is hereby granted.

     2.    The boundaries of the City of Rock Springs, Sweetwater County, Wyoming, are hereby extended by the annexation of the following contiguous territory, to-wit:
    
            West half of Southeast Quarter (W1/2 SE1/4), Section 25; Northeast Quarter (NE1/4), Section 36, Township 19 North, Range 105 West of the Sixth P.M.,
 
     (Decree, District Court, Civil Action No. 5604, 12-8-55).

1-206     Annexation of Contiguous Territory to City 1960.
 
     That the following described real property, to-wit:

     Township 18 North, Range 105 West, 6th P.M.
     Section 1:    NE1/4 NE1/4 and NW1/4 NW1/4
     Section 2:    S1/2 NE1/4 NE1/4,

     be, and the same is hereby, included and incorporated within the city limits of the City of Rock Springs, Wyoming. (Ord. 1417, 12-5-60; Rev. Ord. 1963).
 
1-207     Annexation of Contiguous Territory to City 1962.
 
     That the following described real property, to-wit:

     Township 18 North, Range 105 West, 6th P.M.
     Section 1:    NW1/4 SW1/4 NW1/4, NW1/4 and NW1/4 SW1/4 N1/2 NE1/4 SW1/4 SW1/2 SW1/4 NW1/4

      be, and the same is hereby, included and incorporated within the city limits of the City of Rock Springs, Wyoming. (Ord. No. 1470, 1-15-62: Rev. Ord. 1963).

1-208     Annexation of Contiguous Territory to City 1964.
 
     That the following described real property, to-wit:

     Township 18 North, Range 105 West, 6th P.M.
     The North Half Southeast Quarter Northeast Quarter (N1/2 SE1/4 NE1/4) of Section 2, Township 18 North, Range    105 West of the Sixth Principal Meridian, in Sweetwater County, Wyoming,

     be, and the same is hereby, annexed to, and incorporated within, the City limits of the City of Rock Springs, Wyoming. (Ord. No. 1615, 9-8-64).

     That the following described real property, to-wit:

     (b)  A piece, parcel or tract of land lying in the NW1/4 of Section 2, T 18 N, R 105 W of the 6th Principal Meridian, being more particularly described as follows:  Beginning at a point which lines on the north line of Section 2, T 18 N, R 105 W and 1814.55 feet easterly from the northwest corner of said Section 2; thence easterly along the north line of Section 2 to the north quarter corner of said Section 2; thence southerly to the Center of Section 2; thence westerly to the west quarter corner of Section 2; thence northerly along the west line of Section 2 to the most southwesterly corner of the Crocker Addition (Blairtown); thence S 73° 48' E for a distance of 726.0 feet; thence N 50° 41' E for a distance of 1443.1 feet to the point of beginning.

     be, and is hereby, annexed to and incorporated within, the City of Rock Springs, Wyoming. (Ord. No. 2067, 2-20-73).
 
1-211     Annexation of Contiguous Territory to City 1973.
 
     That the following described real property, to-wit:

     PARCEL A That certain parcel of land being all of the W1/2 of the NE1/4 and all of the NW1/4 of Section 33, Township 19 North, Range 105 West of the Sixth Principal Meridian, in the County of Sweetwater, State of Wyoming, containing an area of 251 acres, more or less.

     PARCEL B That certain parcel of land being all of the SW1/4 of Section 4, Township 18 North, Range 105 West of the Sixth Principal Meridian, in the County of Sweetwater, State of Wyoming, lying north of the northwesterly right of way line of the Union Pacific Railroad Company, containing an area of 18.63 acres, more or less,

     be, and it is hereby, annexed to and incorporated within, the City limits of the City of Rock Springs, Wyoming (Ord. No. 2100 6-4-73).
 
1-212     Annexation of Contiguous Territory to City 1974.
 
     That the following described real property, to-wit:

     The Planning and Zoning Commission of the City of Rock Springs shall be, and it is hereby, authorized to provide for appropriate zoning of those portions of said annexed territory which now maintain or feed any horses, cows, pigs, sheep or goats, to allow for maintenance or feeding of horses, cows, pigs, sheep or goats, subject to duly adopted zoning regulations. 1-213     Annexation of City-Owned Tract, 1975.
 
     The following described real property, consisting of a tract of land comprising 320 acres, to-wit:

     The North Half (N1/2) of Section 10, Township 19 North, Range 105 West, 6th P. M., Sweetwater County, Wyoming, which real property is solely owned by the City of Rock Springs, be and it is hereby, annexed to and incorporated within, the City limits of the City of Rock Springs, Wyoming.
 
     (a)    The City of Rock Springs hereby dedicates all of the North Half (N1/2) of Section 10, Township 19 North, Range 105 West, 6th P.M. for use for public park and recreational purposes exclusively; the City shall own and maintain all of said premises and the improvements to be placed thereon as a public park and recreational facility. (Ord. No. 75-27, Ord. No. 78-30, Rev. Ord. 1979).
 
1-214     Annexation of County-Owned Tract, 1975.
 
     (a)  The following described real property, consisting of a tract of land comprising 320 acres, more or less, to-wit:

          The South Half (S1/2) of Section 10, Township 19 North, Range 105 West, 6th P.M., Sweetwater County, Wyoming, the sole owner of said tract of land, the Board of County Commissioners of the County of Sweetwater, State of Wyoming, having petitioned the governing body of the City of Rock Springs, Wyoming, for annexation of said tract, be, and it is hereby, annexed to and incorporated within, the City limits of the City of Rock Springs, Wyoming.

     (b)  The Planning and Zoning Commission of the City of Rock Springs shall be, and it is hereby, authorized to provide for zoning of such tract to allow for maintenance or feeding of horses, cows, pigs, sheep and goats, subject to duly adopted zoning regulations. (Ord. No. 75-29, 10-21-75).
 
1-215     Annexation of City-Owned Tract, 1978.
 
     The following described real property, all located in Township 19 North, Range 103 West, 6th Principal Meridian, Sweetwater County, Wyoming, to-wit:

     which real property is solely owned by the City of Rock Springs, Wyoming, be, and it is hereby, annexed to and incorporated within the city limits of the City of Rock Springs, Wyoming. (Ord. No. 78-2, 1-3-78).
 
1-216     Annexation of City Owned Tract, 1978.
 
     The following described real property, located in Township 18 North, Range 105 West, Sixth Principal Meridian, Sweetwater County, Wyoming, to-wit:

      A parcel of land situated in the Southeast Quarter (SE1/4) of Section 5, Township 18 North, Range 105 West of the Sixth Principal Meridian in the County of Sweetwater, State of Wyoming, and being more particularly described as follows:

     Beginning at the East Quarter (E1/4) corner of said Section 5; Thence Westerly along the East-West Centerline of said Section 5, a distance of 538.86 feet, more or less, to the TRUE POINT OF BEGINNING:  Thence from the True Point of Beginning, continuing Westerly along said East-West Centerline, a distance of 1,997.40 feet, to the beginning of a tangent curve concave Southerly having a radius of 900.0 feet; Thence Westerly along said curve, through a central angle of 15° 37' 02" for an arc distance of 245.31 feet, more or less, to the North-South Centerline of said Section 5;
Thence Southerly along said North-South Centerline, a distance of 1,487.47 feet, more or less, to a point 200.00 feet distant Northwesterly measured at right angles from the Centerline of the original Main Track of the Union Pacific Railroad Company as now constructed and operated; Thence Northeasterly, parallel with said Centerline of the original Railroad Main Track, a distance of 1,300.45 feet, more or less, to the beginning of a tangent curve concave Northwesterly having a radius of  11,259.20 feet; Thence Northeasterly, along said curve, through a central angle of 03° 39' for an arc distance of 717.26 feet; Thence Northeasterly, tangent to the last described curve, a distance of 843.80 feet, more or less, to a point on the East Line of said Section 5; Thence Northerly along the East Line of said Section 5 for a distance of 573.70 feet, more or less; Thence North 65° 40' West for a distance of 155.50 feet to the point of beginning of a tangent curve concave Southeasterly having a radius of 1,050.00 feet; Thence Northwesterly, along said curve, through a central angle of 22° 30' for an arc distance of 412.33 feet, more or less, to the True Point of Beginning.

     Above described parcel contains an area of 72.50 acres, more or less, which real property is solely owned by the City of Rock Springs, Wyoming, be, and it is hereby, annexed to and incorporated within the city limits of the City of Rock Springs, Wyoming. (Ord. No 78-3, 1-17-78).
 
1-217     Annexation of City-Owned Tract, 1978.
 
     "The following described real property, all located in Sweetwater County, Wyoming, to-wit:

     In Township 19 North, Range 103 West, 6th P.M.:

     All of Section 30; N1/2 NE1/4 NW1/4 of Section 31; SW1/4, S1/2 NW1/4, S1/2 SE1/4, S1/2 NW1/4 SE1/4, S1/2 N1/2 NW1/4 SE1/4, S1/2 S1/2 NE1/4 SE1/4 of Section 29;

     In Township 19 North, Range 104 West, 6th P.M.: S1/2 NE1/4 of Section 25, which real property is solely owned by the City of Rock Springs, Wyoming, be, and it is hereby, annexed to and incorporated within the city limits of the City of Rock Springs, Wyoming." (Ord. No. 78-4, 1-31-78).
 
1-218     Annexation of City-Owned Tract, 1978.
 
     Section 1. That the following described real property, to-wit:

     Section 3, T18N, R105W, Sweetwater County, Wyoming
