Article 4-5 LIBRARY
4-501 Designation of
Library and Fine Arts Center.
The complex of which the City owned Library building is a part will be
known as the Rock Springs Public Library - Community Fine Arts Complex.
4-502 Library Fund.
At the time of enactment of the annual appropriation for this City in each
year, the City Council shall appropriate and include in each bill a sum of
money for the maintenance of the City Library Building, a part of the Rock
Springs Public Library - Community Fine Arts Complex. This sum will be known
as the Library Fund.
4-503 Board of Trustees - Rock Springs Public
Library.
The Library shall
perform such duties as the City Library Board of Trustees, in cooperation
with the Sweetwater County Library Board of Trustees, may direct. The
Sweetwater County Library Board has the responsibility of Administrative and
Library salary funds.
The said Board of
Trustees shall have the entire control of the Library Fund appropriation
made for the purpose of maintenance of the City Library Building, a part of
the Rock Springs Public Library - Community Fine Arts Center Complex. All of
said Library Fund shall be available to said Library Board of Trustees, to
be expended by them for the Library Program. Requests for expenditure of
these funds for these purposes shall be made to the City of Rock Springs.
4-504 Control of Library Fund.
The said Board
of Trustees shall have the entire control of the Library Fund. All of said
Library Fund shall be at the disposal of said Library Board of Trustees, to
be expended by them for the maintenance of the City Library Building.
4-505 Report of the City Library Board of Trustees.
It shall be
the duty of the Board of Trustees to keep a careful record of all of its
doings and expenditures, which report will be filed with the City Council at
the end of each Fiscal Year. The Board of Trustees shall also at the end of
each year report to the City Council all important transactions of the
previous twelve months, specifying in each report the sum of money received
in the Library Fund, including an itemized account of the use of such
monies. In addition, the reports should contain any other facts as the Board
may deem of public interest or proper to be incorporated. (Ord. No. 107,
