Article 4-6 COMMUNITY FINE ARTS CENTER

4-601     Designation of Library and Fine Arts Center.

     The complex of which the City owned Community Fine Arts Center building is a part will be known as the Rock Springs Public Library - Community Fine Arts Complex.

4-602     Community Fine Arts Center Fund.

     At the time of enactment of the annual appropriation for this City in each year, the City Council shall appropriate and include in each bill a sum of money for programming to be sponsored by the Community Fine Arts Center. This sum will be known as the Community Fine Arts Center Fund.

4-603     Community Fine Arts Center Advisory Board.   

     The Community Fine Arts Center Advisory Board shall be composed of 9 members, 3 each from the entities funding the CFAC: Sweetwater County, Sweetwater County School District #1, and the City of Rock Springs. The Mayor, by and with the consent of the City Council, shall appoint the City's representatives at the regular meeting of said Council to be held on the first Monday in August 1991, and shall designate one of said board members to serve for a term of one year, one who shall serve for a term of two years, and one who shall serve for a term of three years from the date of such appointment. There shall be appointed annually, at the meeting of the Council to be held on the first Monday of each August thereafter, a board member who shall take the place of the retiring board member and shall hold office for a term of three years and until his successor is appointed and qualified. Said board member shall serve without compensation.

4-604     Control of Community Fine Arts Center Fund.

      The Community Fine Arts Center Fund shall be appropriated each year to the Board of Directors of the Sweetwater County Library System to be expended by said Board of Directors for programming to be sponsored by the Community Fine Arts Center.

4-605     Report of the Sweetwater County Library System Board of Directors.

     It shall be the duty of the Board of Directors of the Sweetwater County Library System to keep a careful record of all of its doings and expenditures related to the Community Fine Arts Center, and to file a report at the end of each Fiscal Year with the City Council. The report shall include all important transactions of the previous twelve months, specifying the sum of money received in the Community Fine Arts Center Fund and giving an itemized account of the use of such monies together with such other facts as they may deem of public interest or proper to be incorporated in said report.

4-606     Report of the Community Fine Arts Center Advisory Board.

    It shall be the duty of the Community Fine Arts Center Advisory Board to keep a careful record of all its doings and to file a report at the end of each Fiscal Year with the City Council. The report shall include all important activities of the previous twelve months together with such other facts as they may deem of public interest or proper to be incorporated in said report. (Ord.
