Article 5-3 PARKING CONTROL 5-301 Regulation of Parking Zones. (a) The governing body shall have the authority upon the vote of a majority of its members to regulate, restrict, prohibit or otherwise control in any appropriate manner all parking on any street, alley, public parking lot, public right-of-way, public property, or any portion thereof within the corporate limits of the City of Rock Springs, Wyoming. (b) Whenever the governing body exercises the authority granted in section (a) above the public works director or chief of police shall cause to be erected in the locations affected appropriate signs advising the public of the parking regulations and restrictions so imposed. (c) With the approval of the governing body of the City of Rock Springs, any owner of real property within the City of Rock Springs may reserve parking spaces for the handicapped and erect signs in accordance with W.S. §31-5-501 (b) and Rock Springs Municipal Ordinance 5-302. The signs and parking restrictions and regulations reserving parking spaces for the handicapped under this section shall be enforceable under Rock Springs Municipal Ordinance 5-302.
(d) It shall be
unlawful for any person to park any vehicle in violation of any rules,
regulations, restrictions or other conditions imposed by the governing body
of the City of Rock Springs. (Ord. No. 92-27, 9-15-92). (a) It shall be unlawful for any person to park any vehicle in a parking space designated for the use of the handicapped unless the vehicle is in fact being used by a handicapped person and there is visibly displayed on the vehicle or inside the vehicle and issued pursuant to these provisions: (i) a valid disabled veteran license plate. (ii) a valid handicapped parking permit identification card. (iii) a valid City of Rock Springs temporary handicapped parking permit identification card.
(b) The Director of
Engineering and Operations, upon authority of the governing body as
exercised pursuant to the provisions of Section 5-301 (a), shall designate
the location and spaces for handicapped parking of vehicles displaying a
valid disabled veteran license plate or valid handicapped parking permit
identification cards issued pursuant to these provisions. Such designation
shall include marking of public parking spaces with a sign which is erected
in accordance with W.S. §31-5-501(b), in addition to any other appropriate
markings placed upon the pavement or curb. The sign shall be painted blue in
color, with a symbol of an individual in a wheelchair, painted white in the
middle of the blue area and which states thereon "Handicapped Parking Only".
(Ord. No. 92-27, 9-15-92). (i) a valid disabled veteran license plate issued by the Sweetwater County Treasurer pursuant to the provisions of Wyoming Statutes § 31-2-215, 1977, as amended. (ii) a handicapped parking permit identification card issued pursuant to the provisions of Wyoming Statutes § 31-2-213, 1977, as amended.
(iii) a City of Rock
Springs temporary handicapped parking permit identification card which may
be issued by the City Clerk of the City of Rock Springs to any person who
has a temporary mobility handicap. "Temporary Mobility handicap" means any
physical condition which is certified by a licensed physician to prohibit a
person from normal ambulatory movement for a period expected to last less
than twelve (12) consecutive months. (Ord. No. 89-36, 1-16-90) (a) For the purposes of this section the following definitions shall apply: (i) Mobile Home shall mean any movable, single family dwelling unit, designed for long term occupancy, built on a chassis at a factory, not less than eight (8) feet wide and thirty-two (32) feet long, with or without a permanent foundation, and consisting of a complete package with major appliances, plumbing, and electrical facilities prepared for appropriate connections. (ii) Motor Coach shall mean any wheeled motor vehicle which is a single self-contained unit with motive powers, which is designated and generally used for short-term occupancy by persons for residential purposes. (iii) Recreational Vehicle shall mean any vehicle designed primarily for use as a portable temporary dwelling unit for travel, recreational, or camping purposes, either self-propelled or mounted on or towed by another powered vehicle. (iv) Residential Zone shall mean those zones as identified in Chapter XIII of the Rock Springs City Ordinances and the City's Master Plan as R1, R2, R3, R4, R5, or R6 residential zones. (v) Semi-Trailer shall mean any trailer-type vehicle, designed and used in such a way that some part of its own weight and its own load rests on or is carries by the motor vehicle that tows it. (vi) Trailer shall mean any type of wheeled vehicle, regardless of the use for which it is designed, which is to be pulled by any motor vehicle. (vii) Public Right-Of-Way shall mean any street, thoroughfare, highway, alley, sidewalk, utility easement or other such right-of-way dedicated to the use of the public. (b) It shall be unlawful for any motor vehicle exceeding twenty (20) feet in length, or any mobile home, motor coach, trailer, or recreational vehicle, or part of such vehicle, to be parked or stored upon any public right-of-way in any area zoned a residential district in the City of Rock Springs except: (i) Commercial vehicles, when such vehicles are being expeditiously loaded or unloaded, or equipment on such vehicles is being used to perform the special operation for which it was designed, and; (ii) Mobile homes, motor coaches, trailers, or recreational vehicles, when parked for a time period not exceeding one hundred (100) hours. (iii) Moving such mobile home, motor coach, trailer, or recreational vehicle from one location to another on any public right-of-way or from one such right-of-way to another shall not excuse the violation nor toll the one-hundred (100) hour time limit. (iv) This ordinance shall be liberally construed to effect the purpose of getting and keeping such mobile homes, motor coaches, trailers, semi-trailers, or recreational vehicles off of public rights-of-way in residential neighborhoods.
(c) It shall be
unlawful to park or store any semi-trailer upon any public right-of-way in
any area of the City of Rock Springs that is zoned as a residential
district. This provision shall not prohibit commercial vehicles from
temporarily stopping in residential areas to make deliveries or pick ups;
nor, shall it preclude utility or government vehicles from temporarily
stopping in residential areas on service calls or other official business. (Ord.

(a) No person shall stop, stand, or park any vehicle within an alley excepting only for the purpose of the expeditious loading or unloading of said vehicle and then only if the vehicle is not left unattended and can be quickly moved out of the right-of-way to allow the immediate passage of other vehicles. (b) No person shall stop, stand or park any vehicle for any length of time for any reason with any portion of the vehicle adjacent to any curb or paving that has been painted yellow by the City.
