Article 15-1 POWERS AND PROCEDURES 15-101 Transfer of Power to City Council.
The Mayor and the
City Council of the City of Rock Springs hereby transfer to the City Council
the exercise of all powers previously vested in the Rock Springs Urban
Renewal Board, necessary or convenient to carry out the purposes and
provisions of the Wyoming Urban Renewal Act, and reserve to the City Council
the exercise of all such powers as set forth in the aforesaid Wyoming Urban
Renewal Act. All prior actions of the Rock Springs Urban Renewal Board are
hereby ratified, confirmed, approved and adopted by the City Council of the
City of Rock Springs as if expressly taken and performed by the City
Council, and all monies and funds received by the aforesaid Rock Springs
Urban Renewal Fund held by the City Treasurer, and shall be disbursed only
on warrants approved by the City Council for the purposes for which said
funds were received. (Ord. No. 2157, 12-27-73).
The Mayor and City Council of the City of Rock Springs shall exercise the
powers conferred by the Wyoming Urban Renewal Act through such officers and
employees of the City as the Council may from time to time determine by
resolution. The Mayor may, subject to approval of the City Council, hire
such employees as deemed necessary for such program, at salaries to be
approved by the City Council. (Ord. No. 2157, 12-27-73).
The City Council may
make such rules and regulations and conduct such hearings as may be
necessary or desirable to perform the powers and functions authorized by the
Wyoming Urban Renewal Act and this ordinance. (Ord. No. 2157, 12-27-73). (a) There shall be no discrimination against any person because of sex, race, creed or national origin in any proceedings, or activity, under this ordinance. (b) Complaints of such discrimination shall be made in writing by any person to the Rock Springs City Council not later than 90 days from the date of the alleged discrimination. (c) Any such complaint shall include: (1) Name, address, and telephone number of the complainant. (2) Name and address of the developer or public facility involved in the alleged discrimination. (3) Description of the actions alleged to be discriminatory. (4) Time and place such actions occurred. (5) Other pertinent information.
(6) Signature of the
complainant. (Ord. No. 2157, 12-27-73).
The City shall assume
and carry out its obligations under any contract involving participation of
the United States of America in proceedings, activities, or grants in
connection with this ordinance. (Ord. No. 2157, 12-27-73). (a) The Mayor and the City Council of the City of Rock Springs hereby reserve to, and vest in themselves, all the powers authorized by Sections 15.1-492 to 15.1-529, Wyoming Statutes, 1957, Compiled 1965, 1975 Cum Supp. Any prior actions of the Rock Springs Urban Renewal Board relating to provisions of the aforesaid sections of Wyoming Statutes, whether de facto or de jure, are hereby ratified, confirmed, approved and adopted by the City Council of the City of Rock Springs as if expressly taken and performed by the City Council. (b) The Mayor and the City Council of the City of Rock Springs shall exercise the powers conferred by the aforesaid Sections 15.1-492 to 15.1529 through such officers and employees of the City as the City Council may from time to time determine by resolution. The Mayor may, subject to approval of the City Council, hire such employees as deemed necessary for such program, at salaries to be approved by the City Council. (c) The City Council may make such rules and regulations and conduct such hearings as may be necessary or desirable to perform the powers and functions authorized by the aforesaid Sections 15.1-492 to 15.1-529.
