Departmental Scope

 

The department includes, but is not limited to, the following functions and sub-departments; budget, payroll, personnel, records, licenses, health, purchasing, IT support, the office of the city clerk and city treasurer,  financial administration of the public utilities, and the Library Board and Airport Board.  Public housing and its associated functions are also part of this department.

 

Financial Information for the City of Rock Springs at Fiscal Year-End 2007

  • The assets of the city exceeded its liabilities by $114,217,748.
     

  • The city's total net assets increased by $21,768,406.  Of this increase, $5,866,312 was related to the contribution of infrastructure by land developers to the city for new subdivisions.
     

  • At the close of the year the city's governmental funds reported combined ending fund balances of $38,326,202, or an increase of $11,870,419 or 45% from the prior year.  Of this amount, $8,551,896 is available for spending at the city's discretion.
     

  • Unreserved, undesignated fund balance for the general fund was $8,381,409 or 31% of total general fund expenditures.
     

  • Total long-term debt increased by $8,738,072 (102%) from the prior year.  This is primarily due to the issuance of $6,790,203 in debt for the wastewater treatment plant expansion project and the issuance of $2,201,818 in debt for the water meter replacement project.

How Rock Springs gets its Tax Dollars

 

Rock Springs derives the majority of its funds from sales, gas, cigarette, mineral, severance, and royalty taxes.  The taxes go to the state, and are distributed to cities, towns, and counties.  Cigarette and gas taxes are point of sale taxes and are returned directly to the community where they are generated.  Most of the other taxes are returned based on population statistics instead of the amount of revenue generated by the community.

 

Optional 1% Sales & Use Tax (fifth cent sales tax)

In fiscal year 2007, the city received $11,710,861  from the optional 1% Sales & Use tax.
