On July 5, 2006 the City of Rock Springs adopted the 2006 International Fire Code.

 

 

 

2006 International Fire Code Local Amendments

 

101.1 Title. These regulations shall be known as the Fire Code of the City of Rock Springs, hereinafter referred to as “this code.”

 

103.1 General. The Fire Prevention Division of the Rock Springs Fire Department is established within the City of Rock Springs under the direction of the fire code official. The function of the division shall be the implementation, administration and enforcement of the provisions of this code.

 

104.12 Public Fire Education. The Rock Springs Fire Department, or other agents appointed by the fire code official, shall be charged with the coordination of public fire education within the corporate limits of the City of Rock Springs.

 

105.6.27 LP-Gas. An operational permit is required for:

1. Storage and use of LP-gas.

Exception: A permit is not required for individual containers with a 25 gallon water capacity or less serving occupancies in Group R-3.

2. Operation of cargo tankers that transport LP-gas.

108.1 Board of appeals. Whenever the fire code official shall disapprove an application or refuse to grant a permit applied for, or when it is claimed that the provisions of the code do not apply or that the true intent and meaning of the code have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the fire code official to the Wyoming Council on Fire Protection and Electrical Safety in Buildings within thirty days from the date of the decision appealed.

 

108.3 Record of appeals. The fire code official shall record in writing all decisions and findings, rendered by the Board of Appeals, for the City of Rock Springs.

 

109.3 Violation penalties. Persons who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair or do work in violation of the approved construction documents or directive of the fire code official, or of a permit or certificate used under provisions of this code, shall be guilty of a misdemeanor, punishable by a fine of not less than $50.00 dollars or more than $750.00 dollars. Each day that a violation continues after due notice has been served shall be deemed a separate offense.

 

111.4 Failure to comply. Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be liable to a fine of not less than $50.00 dollars or more than $750.00 dollars.

 

304.1.2 Vegetation. Weeds, grass, vines or other growth that is capable of being ignited and endangering property, shall be cut down and removed by the owner or occupant of the premises.

 

2703.1.4.1 Locations where quantities exceed limits. Facilities with quantities exceeding the maximum allowable quantities per control area indicated in Tables 2703.1.1(1) through 2703.1.1(4) shall be limited to Industrial Zones (I-1 or I-2) or any pre-existing use which has been approved by the fire code official.

 

2703.3.1.5 Minimum local notification limits. Notification of the fire code official shall be given for any discharge of hazardous materials regulated by this code on or threatening; city property, public lands, or private lands not owned by the individual or corporation.

 

3204.3.1.1 Location. Stationary containers shall be located in accordance with Section 3203.6. Containers of cryogenic fluids shall not be located within diked areas containing other hazardous materials

Storage of flammable cryogenic fluids in stationary containers outside of buildings is prohibited within the corporate limits of the City of Rock Springs except in Heavy Industrial Zones (I-2) or any pre-existing use which has been approved by the fire code official.

 

3301.1.3 Fireworks. The possession, manufacture, storage, sale, handling and use of fireworks are prohibited.

Exceptions:

1. The use of fireworks for display as permitted in Section 3308.

3301.2.3.1 Locations where explosives storage is prohibited. The storage of explosives and blasting agents is prohibited within the corporate limits of the City of Rock Springs except in Heavy Industrial Zones (I-2) or any pre-existing use which has been approved by the fire code official.

 

3404.2.9.5.1 Locations where above-ground tanks are prohibited. Storage of Class I and II liquids in above-ground tanks outside of buildings is prohibited within the corporate limits of the City of Rock Springs except in Heavy Industrial Zones (I-2) or any pre-existing use which has been approved by the fire code official.

 

3406.2.4.4 Locations where above-ground tanks are prohibited. The storage of Class I and II liquids in above-ground tanks is prohibited within the corporate limits of the City of Rock Springs except in Heavy Industrial Zones (I-2) or any pre-existing use which has been approved by the fire code official.

Exception: Temporary use and storage approved by the fire code official and 105.6.16.

3804.2.1 Limits. For the protection of heavily populated or congested areas the storage of liquefied petroleum gas is prohibited within the corporate limits of the City of Rock Springs except in Heavy Industrial Zones (I-2) or any pre-existing use, which has been approved by the fire code official.

Exception: Temporary use and storage approved by the fire code official and 105.6.27.

Appendix A DELETE

 

D103.4.1 Turnaround Type. Dead-end fire apparatus access road turnaround shall be of the cul-de-sac type unless approved by the fire code official.

All references to the International Electrical Code are replaced with the National Electrical Code (NEC) as adopted by the City of Rock Springs.

Contractor Information

 

All work shall be done in accordance with City Ordinance and applicable sections of the International Codes as adopted.

 

A minimum of 24 hours notice is required to schedule an inspection or the witnessing of tests.

 

Contact the Rock Springs Fire Department prior to impinging upon or obstructing a fire lane, public street, private street, parking lot lane, or fire apparatus access road.

 

The Rock Springs Fire Department has a key lock box program in place. If a key lock box is desired to allow emergency after hours access to your facility contact the Fire Department to obtain the required forms.

 

Sprinkler, alarm, and other fire protection systems:

Plans shall be submitted and reviewed by the Fire Department prior to work. Turnaround time on plan reviews is approximately 2 weeks.

All tests shall be witnessed by the Fire Department. A minimum of 24 hours notice is required to schedule tests.

 

Unless meeting certain requirements, a fire alarm panel shall be installed to monitor sprinkler valves. Fire alarm systems shall be monitored off site unless certain requirements are met.

 

For a sprinkler system the location of the Fire Department Connection shall be approved by the Fire Department. Unless otherwise approved a fire hydrant shall be located within 100 feet of the Fire Department Connection.

Storage:

No Hazardous Material storage is allowed until a Hazardous Materials Management Plan and Hazardous Materials Inventory Statement are submitted to the Fire Department and approved for the proposed hazardous materials storage. (put a link to page 5 the Hazardous Materials section here)

Contact the Fire Department for approval of any proposed storage exceeding 12 feet in height.

Hazardous Materials Use and Storage

 

No Hazardous Material storage is allowed until a Hazardous Materials Management Plan and Hazardous Materials Inventory Statement are submitted to the Fire Department and approved for the proposed hazardous materials storage.

 

The storage of explosives and blasting agents; Class I and II liquids in above-ground tanks outside of buildings; liquefied petroleum gas; or flammable cryogenic fluids in stationary containers outside of buildings is typically prohibited within the corporate limits of the City of Rock Springs except in Heavy Industrial Zones (I-2) or any pre-existing use which has been approved by the fire code official.

 

The possession, manufacture, storage, sale, and handling of fireworks are prohibited. The use of fireworks for display are permitted with City Council and Fire Department Approval.

 

Fire Department notification shall be given for any discharge of hazardous materials on or threatening; city property, public lands, or private lands not owned by the individual or corporation.
