Department Heads are appointed by the Mayor, approved by the City Council and serve at the Mayor's will. They report to him as his staff and most are present at council meetings.  Their duties and responsibility are set by statute as are their compensation and benefits.  Department Heads have many layers of community involvement in addition to administration of their departments and serve on numerous community boards and commissions.
