Article 6-4 VACATING AND CLOSING STREETS AND ALLEYS


6-401 Vacating L Street.

All that portion of ground situated and lying between blocks one and two, as shown on the original plat of said Town, known and designated on said plat as L Street, and dedicated by the Union Pacific Railroad Company, the original platters of said town, for street purposes, is hereby declared to be and the same is hereby vacated. (Ord. No. 24, 8-12-04; 24-1, Rev. Ord. 1938; Rev. Ord. 1963).

6-402 Vacating G Street.

All that portion of ground situated and lying between blocks sixteen and seventeen, and all that portion situated and lying between blocks eighteen and nineteen as shown on the original plat of said town, being parts of that certain street known and designated on said plat as G Street, dedicated by the Union Pacific Railroad Company, the original platters of said town, to the said town for street purposes, is hereby declared to be and the same is hereby vacated. (Ord. No. 25, 8-12-04; 24-2, Rev. Ord. 1938; Rev. Ord. 1963),

6-403 Vacating Alder Street, Alley in Block Fifty-three and Alley in Block Fifty- Four.

All that portion of Alder Street in Union Pacific Railroad Company's Third Addition to said Town of Rock Springs, lying between westerly line (produced) of Cedar Street and the easterly line (produced) of Spruce Street, the alley in Block 53 in Union Pacific Railroad Company's Third Addition, and the alley in Block 54 in Union Pacific Railroad Company's Third Addition, shall be and the same are hereby declared vacated and closed. (Resol. 166, 3-3-19; 24-3 Rev. Ord. 1938; Rev. Ord. 1963).

6-404 Vacating Streets in Wardell Addition.

The alley between Blocks 4 and 5, in Wardell Addition, be and the same is hereby vacated; and that Birch Street east of the boundary line between Lots No. 10 and 11, in Block 4, projected north across said Birch Street, in Wardell Addition, be and the same is hereby vacated, and are closed for each and every public purpose; together with the south 30 feet of Birch Street abutting Lots 11 and 12 in said Block 4. (Ord. No. 197, 9-8-20; 24-4, Rev. Ord. 1938; Rev. Ord. 1963).

6-405 Vacating Second Street.

Vacating a portion of the Northwest corner of Second Street in the original City of Rock Springs, (hereinafter more particularly described), and exchanging to the Union Pacific Coal Company said portion of said street so vacated for certain lands in Block Twenty-one (21) of said original City. (Ord. No. 291, 12-5-27; 24-5, Rev. Ord. 1938; Rev. Ord. 1963).

6-406 Closing C Street Grade Crossing.

The grade crossing on C Street over the railroad tracks of the Union Pacific Railroad between North Front Street and South Front Street, is hereby closed to vehicular and pedestrian traffic. (Ord. No. 657, 6-3-40; Rev. Ord. 1963).

6-407Vacation of Portions of Water Street and Lyle Avenue.

Portions of Water Street and Lyle Avenue, as described in the Resolution, are hereby vacated. (Resol. 848, 8-20-45; Rev. Ord. 1963).

6-408Vacation of Portions of Muir and McCarty Avenues.

Portions of Muir Avenue and McCarty Avenue, as described in the Resolution are hereby vacated. (Resol. 856, 8-20-45; Rev. Ord. 1963).

6-409Vacation of Portion of Water Street.

A portion of Water Street relating to lands adjacent to Blocks Two (2) and Four (4), as described in the Ordinance, is hereby vacated. (Ord. No. 865, 1-7-46; Rev. Ord. 1963).

6-410Vacation of Portions of Lee and Angle Streets.

Portions of Lee Street and Angle Street, adjacent to Block Seven (7) in the Central Coal and Coke Company's First Addition, as described in the Resolution, are hereby vacated. (Resol. 905, 1-20-47; Rev. Ord. 1963).

6-411 Vacation of Portion of Alley in Vail and Lawrence Additions.

A portion of the alley in Vail and Lawrence Additions, as described in the Ordinance, is hereby vacated. (Ord. No. 987, 9-20-48; Rev. Ord. 1963).

6-412Vacation of Portion of Spur Drive.

A portion of Spur Drive of the Larkspur Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 988, 9-20-rd. No. 988, 9-20-48; Rev. Ord. 1963).

6-413 Vacation of Portion of Union Pacific Railroad Company's Third Addition.

All of the streets and alleys within the boundaries of the original plat, recorded on February 26, 1912, in the records of Sweetwater County, Wyoming, in Book M of Deeds, on Pages 581 to 583, except a certain highway described more fully in a Quit Claim Deed recorded on February 16, 1934, in Book 127 of Deeds, on Page 234, in the records of said County and State, are hereby vacated in accordance with the provisions of the instrument of Vacation, executed by said Union Pacific Railroad Company, and filed for record September 27, 1937, in the records of said County and State, in Book 127, Page 578. (Resol. 1043, 3-27-50; Rev. Ord. 1963).

6-414Vacation of Portions of E and F Streets.

Portions of E and F Streets, as described in the Resolution, are hereby vacated. (Resol. 1053, 8-28-50; Rev. Ord. 1963).

6-415Vacation of Portion of Water Street.

A portion of Water Street relating to lands adjacent to Blocks Two (2) and Twelve (12), as described in the Ordinance, is hereby vacated. (Ord. No. 1219, 8-20-56; Rev. Ord. 1963).

6-416Vacation of Portion of Second Street.

A portion of Second (O'Donnell) Street relating to lands adjacent to Blocks Seventeen (17) and Eighteen (18), as described in the Ordinance, is hereby vacated. (Ord. No. 1219, 8-20-46; Rev. Ord. 1963).

6-417Vacation of Portions of Alley in Union Pacific Coal Company's Third Addition.

Portions of the alley in Block Forty-Five (45) of the Union Pacific Coal Company's Third Addition, as described in the Resolution, are hereby vacated. (Resol. 1263, 12-16-57; Rev. Ord. 1963).

6-418Vacation of Portions of Water and E Streets.

Portions of Water and E Streets relating to lands adjacent to Lot 6, Block 8 and Lot 5, Block 10, of the Union Pacific Railway Company's First Addition, as described in the Ordinance are hereby vacated. (Ord. No. 1309; Rev. Ord. 1963).

6-419 Vacation of Portion of Fifth Avenue West.

A portion of Fifth Avenue West relating to lands situated adjacent to Lot 14, Block 10, of the Crocker Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1331; Rev. Ord. 1963).

6-420Vacation of Portion of U.S. Highway 187.

A portion of U.S. Highway 187 relating to a tract of land situated in the S1/2 NW1/4 of Section 26, Township 19 North, Range 105 West, within the corporate limits, as described in the Ordinance, is hereby vacated. (Ord. No. 1339; Rev. Ord. 1963).

6-421Vacation of Portion of Alley in Kendall Addition.

A portion of an alley situated between Lots 1, 2 and 3, Block 4, Kendall Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1387; Rev. Ord. 1963).

6-422Vacation of Portion of Pearl Street.

A portion of Pearl Street relating to lands situated adjacent to Lots 1 and 13, Block 1, and Lot 1, Block 6 of the Clark Addition, as described in the Ordinance, is hereby vacace, is hereby vacated. (Ord. No. 1403; Rev. Ord. 1963).

6-423 Vacation of Portion of Water Street.

A portion of Water Street, relating to lands adjacent to Lot 6, Block 6, of the Union Pacific Railway Company's First Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1403; Rev. Ord. 1963).

6-424Vacation of Portions of Lincoln Avenue, McKinley Avenue, and Alleys.

Portions of Lincoln Avenue, McKinley Avenue, and alleys, relating to lands situated in the NW1/4 NW1/4, Section 1, Township 18 North, Range 105 West, 6th P.M., as described in the Resolution, are hereby vacated. (Resol. 1441; Rev. Ord. 1963).

6-425Vacation of Portion of J Street.

A portion of J Street relating to lands situated adjacent to Lot 14, Block 8 in the North Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1466; Rev. Ord. 1963).

6-426 Vacation of Portionacation of Portion of Alley in Block 12, Brooks Addition.

A portion of the Alley in Block 12, Brooks Addition, relating to lands situated adjacent to Lots 1, 2 and 3, Block 12 as described in the Ordinance, is hereby vacated. (Ord. No. 1473; Rev. Ord. 1963).

6-427 Vacation of Portion of Lyle Avenue.

A portion of Lyle Avenue, adjoining Lot 16, Block 3, Pryde Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1479; Rev. Ord. 1963).

6-428Vacation of Portion of Cy Street.

A portion of Cy Street, located adjacent to Lot 7, Block 5, Union Pacific Coal Company's Booker Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1514; Rev. Ord. 1963).

6-429 Vacation of Portion of Alley in Block 14, Union Pacific Coal Company's Clark Addition.

A portion of the alley in Block 14, Union Pacific Coal Company's Clark Addition to Rock Springs, Wyoming, adjacent to Lot 11, Block 14, Union Pacific Coal Company's Clark Addition, as described in the Ordinance, is hereby vacated. (Ord. No. 1535; Rev. Ord. 1963).

6-430Vacation of Portion of Alley in Block 10, Union Pacific Coal Company's Fourth Addition.

A portion of the alley in Block 10, Union Pacific Coal Company's Fourth Addition to Rock Springs, Wyoming, adjacent to Lot 13, Block 10, Union Pacific Coal Company's Fourth Addition as described in the Ordinance, is hereby vacated. (Ord. No. 1590, 2-17-64).

6-431Vacation of Portion of Alley in Block 19, Hillside Addition to Rock Springs, Wyoming.

A portion of the alley in Block 19, Hillside Addition to Rock Springs, Wyoming, adjacent to Lot 3, Block 19, Hillside Addition as described in the Ordinance is hereby vacated. (Ord. No. 1606, 7-6-64).

6-432 Vacation of Alley Between Lot 1 and Lot 2, Block 4.

Brooks Addition to the City of Rock Springs, Wyoming. The alley between Lot 1 and Lot 2, Block 4, Brooks Addition to Rock Springs, Wyoming as described in the Ordinance, is hereby vacated. (Ord. No. 1678, 4-4-66).

6-433Vacation of a Portion of West 1st Street Adjacent to Lot 9, Block 5 of the Crocker Addition and All of the Alley in Block 5.

A portion of West 1st Street adjacent to Lot 9, Block 5 of the Crocker Addition to the City of Rock Springs, and all of the alley in Block 5 of the Crocker Addition to the City of Rock Springs, Wyoming, as described in the Ordinance, is hereby vacated. (Ord. No. 1967, 11-1-71 ).

6-434Vacation of a Portion of Angle Street.

That the following described portion of Angle Street adjacent to Lots 8 and 9, Block 14, in the Central Coal and Coke Company's Second Addition to the City of Rock Springs, Wyoming, to-wit:

A piece, parcel or trace of land adjoining Lots 8 and 9, Block 14 of the Central Coal and Coke Company's Second Addition to the City of Rock Springs, Wyoming being more particularly described as follows:

Beginning at a point on the South line of Lot 9, said point being 16.2 feet West of the Southeast corner of Lot 9. Thence west along the West extension of the South line of Block 14 for a distance of 43.8 feet; Thence North 58.4 feet to a point on the Southwest line of Lot 8;Thence Southeast along the Southwest boundary of Lots 8 and 9 for a distance of 73.0 feet to the point of beginning.

Said above parcel of land contains an area of 1,279 square feet, more or less,

6-435Vacating a Portion or Part of Carson Street.

That the following described portion or part of Carson Street adjacent to Lot 7, Block 7, Original Plat of Pioneer Addition to the City of Rock Springs, Wyoming, to-wit:

A parcel of Carson Street as platted on the Original Plat of the Pioneer Addition to the City of Rock Springs, as platted and filed in the office of the County Clerk and Recorder in Green River, Wyoming, on March 19, 1957;

Beginning at the most westerly corner of Lot 7, Block 7, as platted on the original Pioneer Addition Plat; thence South 35° 26' 30" West along the northwesterly boundary of the Pioneer Addition Plat for a distance of 23.53 feet;Thence South for a distance of 23.46 feet to the point of beginning of a curve to the left whose radius is 12.5 feet;Thence along said curve to the left for a distance of 19.64 feet and through a central angle of 90°; Thence East for a distance of 60.78 feet to the point of beginning of a curve to the left whose radius is 53.18 feet; Thence along said curve to the left for a distance of 9.63 feet and through a central angle of 10° 22' 53" to a point on the southwesterly line of the original Lot 7; Thence North 54° 33' 30" West along the southwesterly line of the original Lot 7 for a distance of 89.96 feet to the point of beginning.

6-436 Vacating a Portion or Part of Cedar Street.

That the following described portion or part of Cedar Street adjacent to Lot 18, Block 3 of the Revised Plat of the Wardell Addition to the City of Rock Springs, Wyoming, to-wit:

A parcel of Cedar Street as platted on the Original plat of the Wardell Addition to the City of Rock Springs, as platted and filed in the office of the County Clerk and Ex-Officio Recorder of Deeds, in Green River, Wyoming, on April 2, 1947;

Beginning at a point which is the most westerly corner of Lot 18, Block 3 of the revised plat of the Wardell Addition to the City of Rock Springs, Wyoming filed in the County Clerk's office on April 2, 1947; Thence North 35° 16' West for a distance of 60.0 feet; Thence North 54° 44' East for a distance of 47.88 feet to a point on a curve to the left whose radius is 2322.97 feet which is the southerly U.P.R.R. Sweetwater No. 2 Branch R.O.W. line; Thence southeasterly along the arc of said curve to the left for a distance of 69.11 feet through a central angle of 01 ° 42' 17"; Thence South 54° 44' West for a distance of 82.20 feet to the point of beginning;

Said piece, parcel or tract of land contains an area of 3890.42 square feet.

That the following described portion of that certain alley connecting Creek Avenue and N Street in the Clark Addition to the City of Rock Springs, Wyoming, to-wit:

A portion of that certain alley connecting Creek Avenue and N Street in the Clark Addition to the City of Rock Springs, Wyoming, said portion being that portion of said alley extending from Creek Avenue a distance of 200 feet, more or less, to the northwesterly extension of the southwesterly boundary line of Lot Four (4), Block Fourteen (14) of said Clark Addition as shown on the map attached hereto.

6-438 Vacation of an Easement to a Strip of Land in Block One, Kimberly 2nd Addition to the City.

That the following described easement to a strip of land in Block One (1), Kimberly 2nd Addition to the City of Rock Springs, Wyoming, to-wit; be and it is hereby vacated.

A strip of land located in the North half of the Northwest Quarter of Section l, Township 18 North, Range 105 West of the 6th P.M., Sweetwater County, Wyoming and being more particularly described as follows:

Beginning at a point which lies South 17° 06' 40" West a distance of 16.70 feet from the Northeast corner of Block 1 of the Kimberly 2nd Addition to the City of Rock Springs, Wyoming;Thence South 17° 06' 40" West a distance of 433.75 feet; Thence North 89° 32' West a distance of 20.87 feet;Thence North 17° 06' 40" East a distance of 433.75 feet;Thence South 89° 32' East a distance of 20.87 feet to the point of beginning. (Ord. No. 2210, 6-3-74).

6-439 Vacation of a Portion or Part of the Alleyway Adjacent to Lots One (1) and Two (2) Block Eleven (11) of the Brooks Addition to the City of Rock Springs, Wyoming.

That the following described portion or part of the alleyway adjacent to Lots One (1) and Two (2) Block Eleven (11) of the Brooks Addition to the City of Rock Springs, Wyoming, to-wit; be and it is hereby vacated.

Beginning at the Northeast corner of Lot 2, Block 11, of the Brooks Addition of Rock Springs, Wyoming, as filed in the Sweetwater County Courthouse in Green River, Wyoming;Thence northerly a distance of 20.00 feet to a point; thence westerly a distance of 111.86 feet to a point, then South 53° 33' 50" West a distance of 90.00 feet to a point; thence South 36° 26' 10" East a distance of 20.00 feet to a point; thence North 53° 33' 50" East a distance of 83.42 feet to a point; thence easterly a distance of 105.28 feet to the Point of Beginning. Said tract containing 3905.53 square feet, or .08966 acres, more or less. (Ord. No. 2269, 12-2-74).

6-440 Vacation of Alley in Frullo Addition.

That the following described portion or part of the alleyway between Lots 1, 2 and 3, Block 1 and Lot 4, Block 1 of the Frullo Addition to the City of Rock Springs, Wyoming, to-wit:

Beginning at the Northwest corner of Lot 3, Block 1 of the said Frullo Addition;Thence North 0° 12' 20" West for a distance of 16.0 feet to a point on the South line of Lot 4, Block 1;Thence South 89° 52' East along the South line of said Lot 4, Block 1 for a distance of 94.59 feet;Thence South 18° 50' 46" East for a distance of 16.92 feet to the Northeast corner of Lot 2, Block 1;Thence North 89° 52' West along the North line of Lots 2 and 3 for a distance of 100.0 feet to the point of beginning.


Said parcel contains an area of 1,556.7 square feet more or less.

6-441 Vacating Piece, Parcel or Tract of Crocker Addition Land.

The following described tract of land, located in the Crocker Addition, to Rock Springs, Sweetwater County, Wyoming, be, and it is hereby vacated:

Beginning at the most easterly corner of Lot 6, Block 4 of the said Crocker Addition: Thence North 50° 41' East along the northwesterly right of way line of West Second Street for a distance of 100.8 feet to a point on the North line of Section 2, Township 18 North, Range 105 West, of the 6th Principal Meridian;Thence North 88° 12' West along said North line of Section 2, for a distance of 133.8 feet to the most northeasterly lot corner of Lot 3, Block 4, of said Crocker Addition:Thence South 39° 19' East along the northeasterly boundary line of Block 4 for a distance of 88.0 feet to the point of beginning.


Said parcel of land contains an area of 4,434.6 square feet, and is subject to any right of way and/or easements which have been legally acquired. The basis of bearings for the above described parcels are the platted bearings as shown and recorded on the Crocker Addition Plat to the City of Rock Springs, Wyoming. (Ord. No. 77-14, 5-17-77).

6-442 Vacating a Portion of Gateway Subdivision; Approval of Such Vacated Land for Gateway Apartment Complex.

(a) That the partial vacation of a tract of land presently contained within the Gateway Subdivision - 1st Section, to the City of Rock Springs, Sweetwater County, Wyoming, be, and the same is hereby, approved and accepted.

(b) That the Planned Unit Development to be known as Gateway Apartment Complex, be, and the same is hereby, approved and accepted as a Planned Unit Development.

(c) The following described tract comprising said Gateway Apartment Complex, be, and the same is hereby, accepted as a Planned Unit Development in the City of Rock Springs, to-wit:

Beginning at the Northeast corner of Gateway Subdivision, First Section, a subdivision of the City of Rock Springs, in the Northwest Quarter of Section 34, Township 19 North, Range 105 West, 6th Principal Meridian, and running; thence South 0° 00' 36" West 728.59 feet along the East boundary of said Gateway Subdivision; thence North 89° 19' 25" West 278.86 feet; thence South 24° 37' 35" West 37.32 feet; thence North 65° 22' 25" West 60.00 feet to a point of a 210.00 foot radius curve to the left; thence southerly along said curve 26.08 feet; thence North 72° 29' 24" West 117.52 feet; thence South 24° 37' 35" West 49.00 feet; thence North 62° 22' 25" West 115.00 feet to a point on the easterly right-of-way line of Gateway Boulevard; thence South 24° 37' 35" West 295.18 feet along said easterly right-of-way line to the point of a 127.72 foot radius curve to the left; thence southerly 23.25 feet along the arc of said curve to a point on the south boundary of said Gateway Subdivision; thence North 89° 19' 25" West 652.36 feet along said south boundary line to a point on the easterly right-of-way line of Interstate Highway 80 said point also being on a 5929.58 foot radius curve to the left; thence northerly 1171.77 feet along the arc of said curve and said right-of-way line to the Northwest corner of said Subdivision; thence South 89° 19' 25" East 951.50 feet along the North subdivision boundary line to the point of beginning.

Said parcel contains 23.082 acres, more or less. (Ord. No. 79-23, 7-17-79).
