Article 7-6 CONTRACTOR LICENSING


7-601 Contractor Licensing.

1. PURPOSE AND OBJECTIVE.

It is hereby determined to be necessary for the purposes of public health and safety and welfare, building safety and minimal consumer protection, that contractors doing business within the City of Rock Springs be registered and/or licensed.

2. DEFINITIONS

2-01. Contractor, Subcontractor or Builder means any person, firm, corporation or other organization who or which is in the pursuit of an independent business undertaking to construct, alter, repair, add to, subtract from, improve, move, wreck, or demolish, for another, any building structure, highway, road, lot or area within the City of Rock Springs.

2-02. City means the City of Rock Springs.

2-03. May means an act is permissive.

2-04. Shall means an act is mandatory.

3. GENERAL REQUIREMENTS

3-01. Registration. Any Contractor, Subcontractor or Builder shall register with the City prior to commencing any work activities. Registration shall be accomplished through the filing with the Building Inspections Office appropriate forms indicating the following: (a) The name and business address of the Contractor, Subcontractor or Builder.

The term of registration shall be one year from the date of original application for registration and shall be renewed yearly. Properly registered Contractors, Subcontractors or Builders shall be considered to be in compliance with the City occupational licensing requirements. The fee for initial registrants shall be $125.00. The fee for renewal of registration shall be $100.00. Renewal of registration shall be made within fifteen days of expiration. Application for renewal received more than 15 days after the expiration of registration shall be treated as applications for original registration. (Ord. No. 94-20, 7-5-94, Ord. 3-02. Liability Insurance. At the time of registration, the Contractor, Subcontractor or Builder shall file with the City a current Certificate of Insurance. The minimum insurance coverage shall be as follows:

Injury or damage to property$100,000

Injury or damage including death$100,000
to any one person

Injury or damage including death$250,000
to more than one person

Said insurance certificate shall be provided by the insurance company of the Contractor, Subcontractor or Builder in a form which is satisfactory and acceptable to the City and which shows the City as a certificate holder.

3-03. The name and phone number of contractor must be visibly displayed with 2" minimum letter size on all large equipment and vehicles used or parked at construction sites. Signage must be permanently affixed or magnetically adhered. Failure to do so will result in work stoppage for contractor out of compliance. (Ord. 4. FEES.

4-01. Initial Registration. All Contractors, Subcontractors or Builders shall pay an initial registration fee of $125.00. This will include those Contractoe those Contractors, Subcontractors or Builders that allow the original registration to expire. (Rev. Ord. 2013-01, 3/5/13)

4-02. Renewal Fee. All Contractors, Subcontractors and Builders must renew their registration if they are continuously to work within the City. Renewal fee paid within fifteen days of the expiration of the original registration shall be $100.00. Renewals received fifteen days after expiration shall be the same as defined in 4-01. (Ord. 5. PENALTIES

5-01. General. Any Contractor, Subcontractor or Builder commencing work prior to paying the registration fee and providing a proper Certificate of Insurance as described in Section 3-02 shall be subject to a $125.00 penalty in addition to the fees required for contractors registration in Section 4-01.
