Chapter 15 Article 02 Leased Housing

15-201 Establishment of Leased Housing.

To provide decent, safe and sanitary urban dwellings, apartments and other living accommodations for persons of low income, the City Council of the City of Rock Springs is hereby authorized and directed to:

(1) Investigate into living, dwelling and housing conditions and into the means and methods of improving such conditions.

(2) Conduct studies and collect information leading to a complete inventory of housing in the City of Rock Springs.

(3) Make studies and recommendations to the Mayor of the City of Rock Springs, Wyoming, relating to the problem of clearing, replanning, rehabilitating and reconstructing of slum areas and the problem of providing dwelling accommodations for persons of low income.

(4) Develop surveys, information and supporting data for the purpose of taking advantage and qualifying for federal assistance in helping to provide housing for families of low income.

(5) Contact sources of private housing for the purpose of participating in meeting the housing needs of low-income families in the Community.

(6) Inspect all housing offered by the private sources to assure that such housing is decent, safe and sanitary.

(7) Seek out and rent or lease to eligible tenants available low-rent housing.

(8) Perform all administrative functions of the Federal Leased Housing program as required by the federal government.

(9) Make application to the Federal Government for assistance with which to finance housing projects pursuant to the provisions of Section 8 or Section 23, Leased Housing Program. (Ord. No. 1839, 12-1-69; 2157, 12-27-73, Ord. No. 78-1, 1-3-78, Rev. Ord. 1979).

15-202 Contracts.

Contracts developed by the City Council of the City of Rock Springs between the City and the owner of private housing units may provide for the leasing of said units directly to the City for sub-leasing to qualified tenants. (Ord. No. 1839, 12-1-69; 2157, 12-27-73).

15-203 Discrimination.

The City of Rock Springs or any owner participating in the leased housing program shall, in trogram shall, in the selection or approval of tenants, in provisions of service, or in any other way, not discriminate against any person for the reason of sex, race, creed or national origin. (Ord. No. 1839, 12-1-69; 2157, 12-27-73).

15-204 Eligibility.

No person or family shall be accepted as a tenant under the leased housing program unless eligible as a person or family of a low-income as that term may be currently defined by the Federal Government. (Ord. No. 1839, 12-1-69; 2157, 12-27-73).

15-205 Financial Aid.

The Mayor of the City of Rock Springs or his duly authorized agent shall do all things necessary or desirable to secure for the City of Rock Springs the financial aid or cooperation of the Federal Government in the undertaking, conducting, and maintaining of a low-rent housing program in the City of Rock Springs. (Ord. No. 1839, 12-1-69; 2157, 12-27-73).

15-206 Acceptance of Grants or Financial Assistance.

"In the acceptance of any grants or financial assistance from the Federal Government, the City of Rock Springs shall assume and carry out its obligations under any annual contributions contract pursuant to the requirements of Section 8 or Section 23 of the United States Housing Act of 1937 (Public Law 75-412) as amended." (Ord. No. 1839, 12-1-69; 2157, 12-27-73; Ord. No. 78-1, 1-3-78, Rev. Ord. 1979).

15-207 Assistance Contracts With Federal Government.

It is the purpose and intention of this Ordinance that the City of Rock Springs, acting by and through the City Council, implement and utilize all powers and authority possessed by it under Wyoming Statutes and the constitution of the State of Wyoming relating to its authority to act in behalf of the general welfare of the City, including the authority of the Mayor of the City of Rock Springs, Wyoming, to enter into assistance contracts with the Federal Government.
