City of Rock Springs Budget Timeline
Official notification of the budget process is provided to city departments, outside entities and elected officials during January of each year. Budget requests are required to be submitted by early March. After compilation of the requests and revenue estimates, a series of departmental budget meetings are conducted by the Budget Committee.
Budget workshops are held by the governing body during April of each year allowing outside entities and departments to provide additional information on their budget requests as well as answer any questions the governing body may have.
Pursuant to Wyoming State Statutes, the preliminary budget is presented to the governing body at a regular council meeting prior to May 15 of each year. The budget is subject to revision until the approval of the proposed budget at the second regular meeting in June. The format of the budget is set forth in Wyoming State Statute and following a public hearing as provided in W.S. 16-4-109, the governing body adopts the budget. Each version of the budget is accompanied by a budget message outlining important features of the budget.
After passage, the budget becomes effective on July 1.

RULES FOR OUTDOOR FIREPLACES AND FIRE PITS
Outdoor burning for campfires and cooking is permitted if you follow these rules.
Sudden cardiac arrest is the leading cause of death in adults. The prompt, effective administration of CPR and the use of an AED can mean the difference between life and death. The Rock Springs Fire Department offers American Heart Association CPR Classes to the public one weekend monthly. These classes are:
1) Basic Life Support (BLS) for the Professional Rescuer (CPR and AED). (First Aid not Included)
2) Heartsaver First Aid CPR AED for the general public. Approximately 6-8 hrs.
3) Heartsaver CPR AED for the general public. Morning Class 3-4 hrs.
4) Heartsaver First Aid. Afternoon Class 3-4 hrs.

HISTORY OF THE ROCK SPRINGS FIRE DEPARTMENT
The Rock Springs Fire Department has had a long history of service.
Leadership has been a key to the success of the Rock Springs Fire Department.
The City of Rock Springs supports the rights of its citizens, including those
bestowed by the 1st and 2nd amendments of the U.S. Constitution. Rules on park
signs within the City are superseded by these Constitutional rights and any signs
inferring otherwise will be removed or replaced. Thank you.
Violation of these rules may result in a misdemeanor punishable by a fine of up to $750 and 90 days in jail.

The Rock Springs Police Department's Administration team includes Chief of Police Bill Erspamer, Operations Division Commander Amanda Salazar, Training Sergeant Travis Moser and Senior Administrative Assistant Heather Marsh.
Building Inspectors - responsible for assuring that all new construction within the City is consistent with Local, State and Federal law and actions taken by the City Council and the Planning and Zoning Commission.
Building Permit - Any person, firm or corporation desiring to construct, enlarge, alter, repair , move, convert, or demolish any building or structure in this jurisdiction must have a building permit. Many Lending institutions require proof of permits and inspections before loans are granted and proof of final inspection prior to loan closing. Many insurance companies now require mandatory inspections on fireplaces, remodeling, additions and basement finishes.
The City of Rock Springs promotes and supports Economic Development through the Sweetwater Economic Development Coalition, a partnership between the City and Rock Springs, City of Green River, and Sweetwater County Board of Commissioners that offers assistance to new and growing businesses in and around Rock Springs, Wyoming. Occupation Tax (Business License) Information
Whenever any person by the use of signs, circulars, cards, telephone books, or newspapers, advertises, or represents that he is conducting business; or when any person holds an active license or permit issued by a government agency indicating that he is in business in Rock Springs, then a Business License Application must be filed and approved with the City Clerk's Office.
A separate license must be obtained for each branch, establishment, or separate place of business in which the business is conducted.
Fees
Businesses that employ fourteen or fewer employees shall pay an annual occupation fee of $50.00.
Businesses that employ fifteen or more employees shall pay an annual occupation fee of $100.00.
Transient Merchant or Peddler
Transient Merchant: Any person whether as owner, agent, or consignee or employee, whether a resident of the City of Rock Springs or not, who engages in a temporary business of selling and delivering goods, wares and merchandise, must file a Transient Merchant application and be approved with the City Clerk's Office.
A separate license must be obtained for each branch, establishment, or separate place of business in which the business is conducted.
Peddler: Any person, whether a resident of the City of Rock Springs or not, traveling either by foot, or by any other type of conveyance, from place to place , conveying or transporting goods, wares, merchandise for sale, or making sales, including services, and delivering articles to purchasers.
Fees
Nonrefundable application fee of ten ($10.00) dollars.
The minimum license fee shall be twenty five dollars ($25), to include application fee and $10 per person, whichever is greater, for the first thirty days of business.For periods over thirty (30) calendar days, the licensee shall pay an additional twenty-five dollars ($25.00) for each additional month (5 employees or less) or seventy-five dollars (6 employees or more). Three-month licenses may be obtained for twenty five ($25) per person. For a fee of one hundred dollars ($100.00) (5 employees or less), or five hundred dollars ($500) for 6 or more employees, the licensee may obtain a permit for the calendar year commencing January 1 and expiring on December 31, of the year in which the licensee desires to conduct business within the City of Rock Springs.
A fire in a commercial building does not only impact the business. The fire has a wide and terrible impact on the business owner, property owner, employees, customers, and financial health of the community. The goal of the Rock Springs Fire Department is to prevent your business from ever having to suffer a loss from fire.
EDUCATION
The Rock Springs Fire Department offers fire extinguisher and fire safety training. The fire department will also provide input and recommendations on your fire safety and evacuation plans.
KEY LOCK BOX PROGRAM
The Rock Springs Fire Department has a Key Lock Box Program in place. A key lock box allows after-hours emergency access to a facility. On certain buildings, a key lock box is mandatory. Click here for more information on this program.
HAZARDOUS MATERIALS
The adopted Fire Code requires the Fire Department to be notified of a hazardous material release in the City. This includes natural gas leaks or pipe rupture.
The museum offers a variety of programs to meet the needs of patrons.
Tours are available for groups, simply call in advance to schedule. School and scouting groups frequently visit us when they are working on a history or culture unit. Please allow at least 1 hour for the tour. We are also available for presentations in classes or meetings, just call to schedule.
Inflatable Party (For Up to 25 Children) 2 hours $150 Parents provide food and drink.

CHECK LIST FOR NONRESIDENTIAL BUILDING PERMIT APPLICATIONS
The following items are required of the applicant when making an application for any new project that is not a single family home. The items shown on this checklist must be submitted to the Building Inspection Office at the time of applying for a permit. Items that are not included may result in the application being returned or may delay the review of the project.
1. Two sets of construction drawings. New structures and additions of 5,000 square feet and larger must supply plans as follows:
a. Architectural plans must be designed and stamped by a Wyoming registered architect.
b. All structural elements to be designed and sealed by a Wyoming licensed structural or civil engineer.
c. All mechanical and plumbing plans must be designed and sealed by a Wyoming licensed mechanical engineer.
d. All electrical plans must be designed and sealed by a Wyoming licensed electrical engineer.
2. Two sets of project specifications if available for the project.
3. Soils investigation that is site specific and complies with Section 1802 2018 IBC. Note: The foundation design must be based on the soils report recommendations and conditions.
4. Design loads are required to be shown on the plans. Minimum adopted design loads for Rock Springs are:
a. Snow load 30 psf. (based on a ground snow)
b. Ultimate wind speeds 115-mph exposure C.
c. Minimum frost depth 42" below finished grade to bottom of footing.
d. Floor loads and any special loads as listed in 2021 IBC.
5. The plans should list the proposed Occupancy Group and Division as defined in 2021 IBC.
6. The plans should list the proposed Type of Construction as defined in 2021 IBC.
7. The plans should list the Mine Subsidence classification as defined by the adopted Mine Subsidence Risk Map. Contact the City Engineering Department at (307) 352-1540. Note: If the proposed structure is located in a classified area, the foundation must be designed to mitigate the effects of the mine subsidence classification. A statement from the Design Engineer must be provided on the plans.
8. A dimensioned site plan showing all utilities, setbacks, streets, alleys and parking. Note: Contact the City Planner for specific requirements for Zoning and Floodplain requirements at (307) 352-1540.
9. Projects requiring grease traps, sand and grease interceptors or any special sewage treatment must be approved by the City of Rock Springs Pretreatment and Collections Supervisor at (307) 352-1466.
10. Restaurants and any food service facility must submit plans to the Sweetwater County Health Department.
11. All Code mandated elements that requires D.E.Q. permits prior to construction of infrastructure must be obtained and submitted prior to building permits being approved and issued.
12. Two full sets and one electronic set of plans that are amended to comply with the Plan Review must be submitted prior to issuance of Building Permit.

Liquor Licenses
There are several types of liquor licenses available to business owners:
Retail Liquor Licenses (limited number available) - All currently issued
Limited Retail Liquor Licenses (Special Clubs) (limited number available)
Restaurant Liquor Licenses (unlimited number available)
Microbrewery Liquor Licenses (limited number available)
Resort Liquor Licenses (unlimited number available)
Bar and Grill Liquor Licenses (limited number available) - Six (6) available licenses
An applicant must complete a Liquor License Application and submit it, along with the proper fees, to the City Clerk's Office. After two weeks of advertising the application will be placed on a City Council Meeting Agenda for approval by the governing body.

24 Hour Malt Beverage/Liquor Catering Permits
A malt beverage/liquor catering permit authorizing the sale of alcoholic and/or malt beverages, may be issued to any responsible person for sales and consumption at a special event. An Application for a 24 Hour Malt Beverage/Catering Permit must be completed and presented to the City Clerk's office with the appropriate documents and fee ($50.00/day). The application process must be followed and all requests must be turned in to the City Clerk's office at least 30 days in advance of the event.
